I find doing the pokemon league over and over again because all their levels raise up everytime you beat them.

depends on poke. For grass and water types, I usually exp. share or day care them until lvl 10, then I start killing the ones in the beginning. Then, When they are higher leveled, I go to the route south of veilstone city (I think). Then I go to Iron Island, and in the end to victory road.

I usually train in the route where you use the VS Seeker and you get to see 3 trainers..so you get a chance to battle 3 trainers. The route is the one left to the Frontier.!

One has: Linoone, Arbok and Butterfree.
Other has: Farfetch'd, Swellow, Pidgeot.
Last one has: Slowbro, Slowking.

^Note, that is for leveling up..not EVing.!

leveling

Like i said, the route i posted is my best advise.
Of course, since they are in such a low level..you might want to equip Shelgon with a lucky egg..start the battle, switch to 100 lv Poke..battle and win. Repeat the process until Shelgon is prepared to battle on its own.!

it depends where you're at. as for training to level 100, battle as many trainers as you can.

The 2 trainers above the Resort Area. The male Ace Trainer has a Dusclops and a Salamence while the female one has a Mightyena and Kirlia.

Battle Cafe (survival area).

Get at least 3 pokemons that can make nasty damage (around level 70 or pokemons near 60 but that can be superefective against the people that is on the cafe that day) and the other 3 your low level pokemons. Then it´s just getting one of your low level out, change it to your good pokemon, take down the enemy. And your lowest level pokemon should have the exp share. Repeat and you can easily get 50000 experience per day. If you have more exp share, you can use 2 pokemons with it (never use more than 2) and use your high level pokemons to take them down. Don´t get hacked lv 100 or Arceus to fight there... there are some trainers that gives you EV so use that on your own pokemons (since you already got the pokeleague you can get them higher for later return to the pokeleague)
